Relatively stable financing in banks Chart 4.2 shows the size of stable financing sources (here defined as customer deposits, equity capital and bonds) as a percentage of banks illiquid assets (lending and fixed assets). Less stable financing and more illiquid assets result in a lower value for the indicator. A low value for this indicator therefore implies high liquidity risk. In general, a value of 100 implies that banks have balanced illiquid assets with stable funding sources. Measured by this indicator, liquidity risk in the three largest banks is lower than in small and medium-sized banks. One reason that small and medium-sized banks have less stable financing is a lower level of borrowing in the bond market. For these banks, borrowing in the bond market may be more difficult than for large banks because such funding often requires a size that exceeds the borrowing needs of smaller banks. Unless they participate in a joint bond issue, they will rely more heavily on the short-term paper market, which is not defined as a stable source of financing in the indicator. However, the indicator is a better measure for analysing developments in financing strategy over time for each bank group than for comparing groups. Banks do not appear to have changed their strategy appreciably in recent years. The indicator has risen somewhat for both bank groups since September 2001, which in isolation implies lower liquidity risk than six months ago.

Relatives and friends abroad can also transfer money to Zimbabwe via bank transfer but both the sender and the recipient are charged for the service. Competition among money transfer agencies in Zimbabwe is based on price and convenience. Although agencies in the country do not charge recipients, senders are charged by agency partners in foreign countries, and these charges differ. Convenience also differentiates local agencies, again based on the agents relationship with the overseas partner. Pickup location and the speed of the transfer are the differences. The longest time a transfer to Zimbabwe takes is usually 24 hours, but some transfers can be completed in as little as 10 minutes. The United Kingdom (UK) offers agents in Zimbabwe the widest competitive choice. Most transfer agents are partnered with UK services, according to a recent story published by the Financial Gazette (Harare). One partner allows senders to transfer money from a post office anywhere in the UK.

Keywords: medical education, training of service providers, sexual and reproductive health curriculum MEDICAL educators have a responsibility to train physicians and other health professionals in the core competencies needed to improve the sexual and reproductive health of their communities. One of the distinguishing features of the International Conference on Population and Development (ICPD) in Cairo in 1994, (1) and its five-year follow-up by a special session of the UN General Assembly in 1999 (ICPD + 5) (2) is that they moved beyond rhetoric to define reproductive health, including sexual health, in the context of primary health care and to provide countries with specific goals, objectives, and targets, in order to provide quality sexual and reproductive health information and services. These reflect an international consensus on what needs to be achieved, requiring a combination of programme initiatives, public health policies, legislation, educational capacity building and community-wide efforts. Until recently, little interest has been expressed by medical educators in integrating sexual and reproductive health in the medical curriculum. Significantly, no international group that is representative of medical educators or the medical profession attended either ICPD in 1994 or the 1999 Special Session of the UN General Assembly, with the exception of the Commonwealth Medical Association.

(This is one of a series of articles on Alfred Adlers “Counseling Theories.”) When you hear terms like inferiority feelings, inferiority complex, superiority complex, and compensation, you are encountering ideas developed by Alfred Adler. From his understanding of organ inferiority, Adler began to see each individual as having a feeling of inferiority. Adler wrote, “to be a human being means to feel oneself inferior. The child comes into the world as a helpless little creature surrounded by powerful adults. A child is motivated by his feelings of inferiority to strive for greater things. When he has reached one level of development, he begins to feel inferior once more and the striving for something better begins again which is the great driving force of mankind.” Every person has inferiority feelings whether he will or can admit it. Adler says that since the feeling of inferiority is regarded as a sign of weakness and as something shameful, there is naturally a strong tendency to conceal it. Indeed, the effort of concealment may be so great that the person himself ceases to be aware of his inferiority as such, being wholly preoccupied with the consequences of the feeling and with all the objective details that subserve its concealment. So effectively may an individual train his whole mentality for this task that the entire current of his psychic life flows ceaselessly form below to above, that is, from feeling of inferiority to that of superiority. This occurs automatically and escapes his own notice. It is not surprising that we often receive a negative reply when we ask a person whether he has a feeling of inferiority. It is better not to press the point, but to observe his psychological movements, in which the attitude and individual goal can always be discerned.

The California Association for HPERD believes adapted physical education is one of the program options available to students with disabilities who are eligible for special education. Direct service Adapted Physical Education is provided by a credentialed Adapted Physical Education specialist to students who have needs that cannot be adequately addressed in other physical Education programs. In addition to Adapted Physical Education, other service delivery options include Adapted Physical Education collaboration and Adapted Physical Education consultation, specially designed physical education, modified physical education, and general physical education. Provision of Adapted Physical Education is based on the same process of referral, assessment, and individual program planning that other special education services follow. An assessment and evaluation of motor skills performance is considered by the Individualized Education Program team in determining provision of service. The individualized plan is developed through an assessment process that may include test administration, observation, record review, diagnostic teaching, and collection of information from other service providers, the student, and his/her family. Adapted Physical Education is an instructional program within the spectrum of physical education options taught by a credentialed Adapted Physical Education Specialist. The Adapted Physical Education Specialist provides curriculum-based and prescriptive instruction for individuals identified as eligible for services. ABSTRACT The article examines the degree of institutionalization of the Guatemalan party universe across four areas: the pattern of interparty competition; the rootedness of parties in society; the legitimacy accorded to parties and democratic institutions; and the nature of internal party organization. Guatemala displays an extremely inchoate party structure across all these variables. There is no stability in the identity of the main parties in the polity. After more than two decades of electoral democracy, no single party has been able to avert a drift into electoral irrelevance or outright disappearance. With respect to the basic facets of internal party organization, Guatemalan parties exhibit a feebleness so pronounced that their very status as parties is questionable. In general, Guatemalan “parties” only fulfill Sartoris minimalist definition as organizations that field candidates for public office, but offer nothing more substantive. The obstacles to building a well-functioning liberal democracy in Guatemala are many and often acknowledged: the legacy of an overbearing military stemming from the “counterinsurgency state,” an inordinate degree of income inequality and poverty, and a large indigenous population that is fundamentally absent from political life, among others (Jonas 1991; Poitevin 1999). But the legacy of the countrys wretched past also includes another crucial element that often goes unmentioned: the peculiar nature of its party universe and its parties. This essay qualitatively assesses the degree of institutionalization of the Guatemalan party system. The variables used for this task are those conceptualized by Mainwaring and Scully (1995) in their pioneering work: the pattern of interparty competition, the rootedness of parties in society, the legitimacy accorded to parties and democratic institutions, and the nature of internal party organization. While these components of institutionalization can surely be correlated with one another, empirically speaking, party systems do not necessarily exhibit uniformity across these variables; that is, they may be hybrid and underinstitutionalized in some respects while adequately institutionalized in others. This article will show that the Guatemalan party universe is exceptionally inchoate across all the aforementioned four elements. Comparative studies of Latin American party systems have usually ignored Guatemala, not least because of the marginal role that parties in this country play in the political process. This study seeks to fill this gap and provide a case study of underinstitutionalization virtually without parallel in the region.
